Looking at the photo of the removed netting i believe its part of electric sheep netting and probably blown in on the recent gales .

I only eat fish from Vietnam that's farmed and only now and again.

We're not vegetarian but do try to never eat fish. However they're caught, apart from being bad for the fish, it's always always  bad for the wider environment in one way or another as demonstrated below and also the other GND at Toft Newton last year.
