Shooter Spotted on Tetney Reserve

Seems an odd time to be setting up - just before dusk. What would have been the target species.? Did you see any shots being fired?
I’m not sure of the position but wildfowling hardly seems appropriate on an RSPB reserve.

Shooter with black Labrador spotted on Tetney RSPB Reserve just before 3.30 this afternoon
Watched him for around twenty minutes as he settled in position near a white marker post well out on the reserve.
Was scanning Marsh with scope from just off Fitties car park. Another birder scoped him as well but we had to leave as car park is locked up at 4pm.
Other birder seems to think shooters have permission, I don’t. Can anybody clarify please.
