John - you were spot-on.
Below is the comment from North East Lincolnshire Council:
“Regarding your enquiry to my colleague on the closure of the public bridleways close to Tetney Marsh, I can confirm that the Environment Agency are undertaking embankment nearby that route.
Part of Public Bridleways 50 and 56 will be closed during the works due to the close proximity of machinery to the routes.
The works are scheduled for between 24 September 2018 and 21 December 2018 however temporary closures last 6 months or when the works have finished.
Notices will be installed a week before the closure comes into effect and when the closure is in force.”

Possibly sea defence improvements as there are on stretches of the Wash sea banks Jim, you may recall the 2013 surge tide

Anyone know what’s afoot at RSPB Tetney Marsh?
Stretches of the hawthorn hedging bordering the seabank footpath have been removed
This is not good because this hedgerow provide useful habitat - not least for migrant passerines.
Over the weekend, a sign has been put up at the Fitties pools end announcing the closure of the same footpath for a period from the end of September to Christmas.
Is the plan to pave/ urbanise the path in order to provide more of an “amenity”? I don’t believe that would be positive for birdlife.
