Difficult to say, Jim. Although I wouldn’t be surprised if it was.
Usually Buzzard sightings over the Country Park are very high. It’s not usual in my experience to see them perched on power poles etc. in the Park. I’ve walked this patch fairly regularly over the last seven years, and during that time I only recall seeing perched birds on three or so occasions. One a couple of years ago was of a very white bird perched on a fence post under tall trees, which I took to be a pale juvenile. Another was of a light variant perched in tall trees, and now this bird which by the light throat and prominent breast bars may also be a juvenile. I’m certainly no expert on Buzzards but find it interesting that all three were seen along the same 100 metres of hedgerow.

From afar I saw a buzzard there today, but it might not be your bird, Peter

Adjacent Belvoir Rd/Cottesmore, half hour Saturday 2nd, one hour Sunday 3rd Dec -  very cold

First visit since early October. Numbers are birds seen at one time.

Blue Tit.  4
Gt Tit.     2
Curlew.   17
Wren.   2
Pied Wagtail. 1
Robin   3
Goldfinch  5
Chaffinch.  1
Cettis  1  (heard)
Greenfinch.  8
Blackbird.  4
Grey Heron. 2
Blackcap  1
Crow  8
Pinkfeet Geese  c120  over in two skeins
Dunnock  2
Pheasant.  4
Magpie   10>
Cormorant  1    perched on power pole
Sparrowhawk  1
LW Egret. 1
Buzzard   dark with two very distinct white bands on chest  ( on power pole being mobbed by crows)
