The yellow Gular pouch seems quite extensive and also the  size comparison with the Lapwings so I would say Cormorant.
Shags do turn up regularly at Cut End though.

I seem to have set the cat among the pigeons on Facebook UK Bird ID page with people coming down strongly on both sides as to whether my photo (in silhouette against a low, bright sun) is either a Shag or a Cormorant. I thought I might throw it open to those with local knowledge for your views as I took the picture at the hide at Cut End yesterday at high tide. It was only when I got home to look through my photos on the computer that I had a tremor of doubt that it might not be the cormorant I first thought it was. There were several Guillemots about and three Eiders which appeared to be 2 x first year drakes and a browner juvenile by the way.
