Horseshoe Point ringing recovery

The feathers were fresh on the corpse of a gull found on the beach at Horsehoe Point today, but the carcase had been picked clean. It looked as if it might have been a recent raptor victim

There was a dark green ring, minus lettering and numbering, on the left leg. On the right leg was a light green ring with the numbers/letters: GB18 - C38723.

Please can anyone help out with the info?
